Experiencing EU climate policy up close: Simulation game at Ingolstadt City Hall

For two days, students from Ingolstadt swapped their classrooms for the main council chamber in Ingolstadt City Hall. They took part in a simulation of European politics and discussed a fictional proposal by the European Commission on emissions trading.

The simulationfunded by the Audi Environmental Foundation, was designed and moderated by the Academy for Civic Education in Tutzing. Day one of the simulation game “Experience European Politics!” concluded with a strong statement from a participant: “Climate protection is not a secondary issueit concerns the future of our citizens.” 

As part of a realistic political simulation on EU climate policystudents from Ingolstadt studying Politics and Society discussed a fictional proposal by the European Commission. By putting on name badgesthe participants assumed their new roles as members of the Council, Commissioners, and Members of the European ParliamentConfronted with questions on emissions trading such as “Does CO₂ need a minimum price?” and “How can revenues be distributed fairly?”, they represented their positions in debates with remarkable conviction and clear statements. During the negotiation roundsthey experienced firsthand how complex European climate policy is. 

The two days full of valuable experiences demonstrated how important it is to develop an understanding for different perspectives and, ultimatelyto work together to find solutions despite differing interests.
